Update: For maximum freedom of expression, we do not currently envision the endowment as a government agency. Rather, it will be an independent nonprofit. It will help finance two digital library systems—one public, one academic—as well as help local public libraries. States can organize the public system. Colleges and universities can organize the academic side.
